2012 festival regulations

For the safety and comfort of Isle of Eight Flags Shrimp Festival vendors, exhibitors, participants, volunteers and guests, please adhere to these regulations within the Festival area:

1. The Isle of Eight Flags Shrimp Festival is permitted by franchise and area defined by the City of Fernandina Beach Code of Ordinances, Section 14-1. The following items are prohibited within the Festival area by Ordinances issued by the City of Fernandina Beach: ~ NO Alcoholic Beverages permitted on any public street, highway, right of way, sidewalk, and boardwalk. ~ NO Roller or In-Line Skates ~ NO Skateboards ~ NO Bicycle Riding ~ Use of Nuisance Items such as Silly String, Poppers, or High-powered Water Guns is STRICTLY PROHIBITED. The Fernandina Beach Police Department and Code Enforcement strictly enforces ALL City ordinances.

2. All exhibitors, vendors and entertainment in the Festival area must be permitted by the Shrimp Festival Committee. No unauthorized street vendors or entertainers will be allowed. Businesses and residents in the City of Fernandina Beach should continue to comply with City licensing and code enforcement, unless otherwise permitted by the Shrimp Festival Committee. All activities within the Festival area must comply with Festival Regulations and City Code.

3. Insurance will be the responsibility of each vendor. Reasonable care will be taken to protect all exhibits on display from any injury and damage but the Isle of Eight Flags Shrimp Festival and/or any of its principals is not in any way to be held responsible for accidents, loss or damage by water, fire, theft, wind, vandalism, malicious mischief or otherwise, whatever may be the cause or extent of the damage or loss.

4. This event will be held rain or shine. Exhibitor booth fee may be refunded if cancellation is received in writing no later than April 1, 2012, unless otherwise noted. No refunds will be given for late arrivals or no-shows.

5. Hours of Festival Operation (unless otherwise permitted): Friday 6:00 p.m. – 10:30 p.m. (Riverfront and Kids Fun Zone Only– Food Booths till 11 p.m.)) Saturday 9:00 a.m. – 6:00 p.m. (entire Festival area – Food Booths till 8 p.m.) Sunday 10:00 a.m. – 5:00 p.m. (entire Festival area)

6. NO soliciting or peddling outside of booth perimeter is permitted. No "hawking" or shouting from booth.

7. NO music or loud speakers are allowed, unless otherwise permitted by Shrimp Festival Committee.

8. Pets must be on a leash and in accordance with the City's leash laws.

9. Each vendor is responsible for meeting the state's sales tax requirements, as applicable.

10. Costumed Mascots or Characters must have a permit for access issued by the Shrimp Festival Committee at least seven days prior to the first day of the festival. They will be confined to a specific area and are not allowed to roam (unless otherwise permitted by the Shrimp Festival Committee). No unauthorized costumed mascots or characters will be allowed in the Festival area. Street performers and street entertainers are not allowed.

11. Vendors must portray a family oriented image. No unauthorized alcohol, tobacco, or lottery companies will be allowed within Festival area. Businesses operating with a license from the Florida Department of Alcohol, Tobacco & Firearms should not deviate from their licensed operating procedure and should practice due diligence to ensure their customers do not enter the Festival area with any alcoholic beverages.

12. NO distribution of literature or items of any kind or any other documents will be allowed. Neither raffles, tip jars, walking billboards, snipe or sandwich type signage nor other fundraising efforts will be allowed unless otherwise permitted by the Shrimp Festival Committee.

13. Solicitation of signatures for petitions must preregister prior to April 27, 2012 and will be assigned a location to greet visitors. Deviation from assigned location, shouting, “hawking”, interruption of foot traffic or props will not be allowed. Petition solicitors must wear identification badges and should only be volunteers of a verified non-profit organization, not as paid solicitors.

14. Customer lines for vendors or retailers should not extend into pedestrian traffic on Centre Street nor should a customer line block access to a neighboring booth or business.

15. The distribution of live animals, including sales, adoption or as prizes, is strictly forbidden.

16. The regulations are for the safety of our festival attendees, vendors, exhibitors, volunteers and workers. Failure to comply with these regulations and/or city code may result in a citation, censure or possible expulsion from the Festival area.

17. The Shrimp Festival Committee reserves the right to make any changes or additions to these regulations at any time without prior notice.
